OREANDA-NEWS. December 2, at the EEC Board session, a number of issues were addressed in the areas of technical regulation, integration and macroeconomics, trade, economy and financial policy, customs cooperation.

In particular, by the EEC Board Decision, the Programs of the Development (Amendment) of International Standards to the CU Railway Technical Regulations were approved, including "On Safety of Railway Rolling Stock," "On Safety of High-Speed Railway Transport," "On Safety of Railway Transport Infrastructure."

"These programs-Valery Koreshkov, the EEC Member of the Board - Minister in charge of Technical Regulation pointed out-were developed with the involvement of the Parties' authorized bodies, the Commission, representatives of railway associations, technical committees for standardization, manufacturers of railway machinery and R&D institutions. Implementation of the Programs will allow to keep the evidence basis of the CU Technical Regulations for railway transport up to date."

The Program of the Development (Amendment) of International Standards, which, when used voluntarily, provides for compliance with the CU Technical Regulation "On Safety of Railway Rolling Stock," and international standards containing rules and methods for research (tests) and measurements including sampling rules needed to apply and meet the requirements of the above Technical Regulation and assessment (confirmation) of products' compliance, presupposes development of 184 international standards including 10 based on international (ISO) and European (EN) standards. Belarus (8 interstate standards), Kazakhstan (74) and Russia (102) are responsible developers of the interstate standards included in the draft Program.

The Program of the Development (Amendment) of International Standards, which, when used voluntarily, provides for compliance with the CU Technical Regulation "On Safety of High-Speed Railway Transport," and international standards containing rules and methods for research (tests) and measurements including sampling rules needed to apply and meet the requirements of the above Technical Regulation and assessment (confirmation) of products' compliance, presupposes development of 28 international standards. Russia is the developer.

The Program of the Development (Amendment) of International Standards, which, when used voluntarily, provides for compliance with the CU Technical Regulation "On Safety of Railway Transport Infrastructure," and international standards containing rules and methods for research (tests) and measurements including sampling rules needed to apply and meet the requirements of the above Technical Regulation and assessment (confirmation) of products' compliance, presupposes development of 100 international standards including 1 based on an international (ISO) standard. Belarus (2 interstate standards), Kazakhstan (25) and Russia (73) are responsible developers of the interstate standards included in the draft Program.

The EEC Board decided to set up the import duty rate of 0 percent of the customs value for phosphates for 1 year. The Decision pertains to ground natural calcium phosphates, natural aluminum-calcium phosphates and phosphate chalk. The zero duty rate is being set up for the period from January 5, 2015 to January 4, 2016 inclusively.

The EEC Board also approved reporting modules for paid, credited and distributed amounts of import duties. This Decision will become effective on the same day as the Treaty on the EEU. The EEC Board made this Decision to implement Clauses 42 and 51 of the Protocol on Procedure for Accounting and Distribution of Import Customs Duties (other equivalent taxes and duties) and Crediting Thereof to the Member-States' Budgets (Addendum 5 to the Treaty on the EEU).
