Ministry of Civil Aviation took several initiatives during 2014
OREANDA-NEWS. The Ministry of Civil Aviation took several steps during the year 2014 to give boost to the aviation sector by improving the air connectivity and providing better services to air travelers. The highlights are as follows:
· Draft Civil Aviation Policy finalized: Draft Civil Aviation Policy was finalized and uploaded on the website for stakeholders’ comments and the consultations with various stakeholders have begun. The new policy will be a step towards making civil aviation a vibrant sector of the country’s economy and aims at providing the people safe, secure, sustainable and affordable air connectivity services with world-class civil aviation infrastructure.
Know Your Rights portal of DGCA: A new Portal Know Your Rights (KYR) of DGCA has been launched to provide information to passengers about their rights and grievance redressal mechanism etc. The information will be provided on the rights of passengers in cases of delays, cancellation and denied boarding; lost, delayed, misplaced and damaged baggage; and on matters relating to booking, airfare components and on refund of air tickets.
Facilitation of disabled passengers: An order in the form of Civil Aviation Requirements (CAR) has been issued on facilities to be provided to disabled passengers.
Anti-Hijacking Bill 2014: The Bill has been introduced in Rajya Sabha on 17.12.2014.
· Evacuation of people from flood hit J&K: During the unprecedented flood situation in the State of Jammu & Kashmir, Air India had operated two A-330 aircraft exclusively as additional flights to evacuate people from Srinagar to Delhi.
· Evacuation of Indian workers from Iraq and Libya: Air India successfully evacuated 1361 Indian workers and 9 children from Iraq and Libya in its six special flights from 04.07.2014 to 18.08.2014.
· Resuming Operations at Vishakhapatnam Airport after Cyclone Hudhud: Vishakhapatnam Airport was severely damaged due to cyclone Hudhud which hit Vizag on 12/10/2014. Due to consorted efforts of Airports Authority of India (AAI) operations were restored on 18/10/2014.
· Solar Photo Voltaic Power Plants at Airports: AAI, in its endeavour to tap alternate sources of energy, has decided to establish Solar Photo Voltaic Power Plants at its airports to meet its own requirements. A detailed action plan has been prepared to produce 5 MW for captive consumption at 13 airports. This will be completed by 31.03.2015.
· Helpdesk at Airports: CISF has established Helpdesks on 52 airports for assisting the passengers and in other 19 airports it has been set up by AAI to be manned by state police.
· Haj 2014 Operations: Haj 2014 operations started on 27.8.2014. Haj pilgrims can fly from 21 embarkation point in India to Jeddah/Medina for a Fare of Rs. 35,000/- per head. A total subsidy of Rs. 550 Crores has been proposed for Haj 2014.
· Turn Around Plan for Air India: Under the approved Turn Around Plan for Air India, Rs. 3833 crores have been released in first quarter of 2014-15 against total allocated Rs. 5500 crores for the current Financial Year.
Air India joins Star Alliance: Air India joined Star Alliance on 11th July, 2014. This was pending for over five years. With Air India Joining Start Alliance, its passengers are offered more itinerary choices to cover 1,269 destinations in 193 countries around the world.
Air India commences services to Moscow: Air India commenced its services to Moscow, Russia from 18th July, 2014 and to Rome and Milan, Italy from 6th July, 2014.
Operations of Airbus A-380 approved on 4 airports: The Ministry allowed operations of A-380 at four airports, i.e. Delhi, Mumbai, Hyderabad and Bangalore which have the required infrastructure for such operations.
Review of downgrade by Federal Aviation Administration (FAA), USA: FAA has conducted reassessment of DGCA on 8 critical areas from 08.12.2014 to 12.12.2014. The final report will be sent by them within one month and decision on restoration of category I will be communicated by mid of March 2015.
Status on Swachh Vidyalaya initiative
· 765 schools have been identified across 36 locations in the country by AAI for construction of toilets in schools for girl students.
· AAI has already completed construction of 3 toilets, one each at Amritsar and Guwahati and Raipur. 5 more such toilets are in advance stage of completion (Kolkata, Bhubaneswar, Rajkot, Rajahmundry & Udaipur).
· Tender for 446 toilets for girl students has been invited.
· March 2015 has been fixed for completion and commissioning of 446 toilets.
Implementation of e-office in the Ministry of Civil Aviation
· The Ministry has implemented e-office governance in the Ministry of Civil Aviation with the salient features as follows:
? Single instance has been created for MoCA, BCAS, DGCA, CRS and IGRUA with URL as follows : ca.eoffice.gov.in
? All new files will be generated electronically, for which Training and Hand Holding on e- office has been provided to all users of the Ministry of Civil Aviation including Data Entry Operators/Consultants.
? 90 Digital Signature Certificates (DSCs) have been installed and bound with e- office Application out of 137.
? All identified Employee Master Database (EMD) managers/Master Trainer identified by the Department have also been trained on e-office Admn modules.
E-launching of single window clearance for NOC for MAST (Fixed Wireless Stations) operators-AAI
· The salient features of AAI’s initiative of e-clearance (communication mast) are as follows:
? Standing Advisory Committee on Radio Frequency Allocation (SACFA) is responsible for Frequency allocation and mast (fixed wireless) clearance to telecom Operators, based on AAI’s No Objection Certificate (NOC).
? The applicants were required to file an additional online application at NOC Application System (NOCAS), AAI for NOC for height clearance.
? Integration of SACFA and NOCAS servers will benefit the Telecom Operators in many ways:
• No duplicate application; Data will be fetched from SACFA server to populate the NOCAS application.
• No document (hard copy) is required by the AAI either from the applicant or SACFA. The system has become paperless.
• NOC letter is sent to SACFA electronically. The individual SACFA application is automatically updated with height clearance data.
• Effective Single Window clearance to Telecom Operators.
Initiatives taken by Pawan Hans Limited:
· Pawan Hans has successfully implemented e-office application from 8th December 2014.
· It has implemented Safety Management System (SMS) with the objective to achieve zero accidents, zero defects and zero breakdown resulting in huge saving in respect of Fleet insurance premium from 1st August 2014.
