OREANDA-NEWS. On 24 May 2016, the National Bank of Ukraine hosted a working meeting with payment infrastructure service providers. NBU representatives at the meeting included Director of the Payment Systems and Innovative Development Serhii Shatskyi and Deputy Director of the Security Department Anton Kudin.
The meeting discussed the possible ways to streamline the NBU’s requirements with regard to the protection of information for documents submitted by payment infrastructure service providers seeking approval by the NBU of operational policies and procedures.
During the meeting, payment infrastructure service providers announced their intention to take an active part in upgrading Ukrainian laws regulating their activities.
The meeting participants reached an agreement on the possibility for the NBU to consider already existing documents confirming the compliance with information security international standards.
The NBU intends to streamline the requirements with regard to the protection of information for documents submitted by payment infrastructure service providers seeking approval by the NBU of operational policies and procedures. The requirements are likely to be simplified for those payment infrastructure service providers that hold a certificate confirming the compliance with the Payment Card Industry Data Security Standard (PCI DSS) and/or other international best practices.
The NBU will draft amendments to the Regulation On the Procedure of Registration of Payment Systems, Payment System Participants and Operators, (approved by NBU Board Resolution No. 43 of 4 February 2014), which " will be published on the NBU’s official website to elicit public opinion about this draft regulation as mandated by the Law of Ukraine On Fundamentals of the State Regulatory Policy in the Field of Economical Activities.
A payment infrastructure service provider is a clearing institution, a processing institution and other entities entitled to render selected services within a payment system, or perform operational, information and In particular, under Article 41.2 of the Payment Systems Law the NBU carries out its oversight in relation to operators of payment systems, clearing and processing entities, payment systems’ participants and other entities authorized to render certain services or carry out certain operations and other technical funds transfer functions.
Pursuant to Article 9 of the Law of Ukraine On Payment Systems and Funds Transfer in Ukraine, payment infrastructure service providers shall have the right to operate in Ukraine only after information about them is entered into the Register of Payment and Settlement Systems, Their Participants and Payment Services Operators.
