At a plenary session of the St. Petersburg International Legal Online Forum, Medvedev said: "Vaccination itself implies a person's consent to its implementation, that is, in other words, we proceed from the voluntariness of vaccinations. But sometimes it is in the public interest, in the interests of protecting the overwhelming majority of this kind of population. decisions can also be binding in nature. Here the relationship between voluntariness and commitment can be changed in favor of commitment. "

He added that this is a matter of "proportionality of values": on the one hand, the value of an individual life, and on the other hand, the protection of the entire population.
