OREANDA-NEWS Prime Minister Dmitry Medvedev on September 17 at a meeting of the Presidium for strategic development and national projects considered the draft passport of the national program "Digital economy". Expenses for it in 2019-2024 will amount to 2.16 trillion rubles, said the head of the Ministry of Communications Konstantin Noskov at the end of the meeting.

"Now we are laying about 2 trillion rubles. 1.08 trillion is an additional budget, we expect at least the same amount for extra — budgetary sources," said Noskov.

The national program will include Federal projects "Normative regulation", "Information infrastructure", "Personnel and education", "Information security", "Digital technologies" and "Digital public administration".

The program "Digital economy" was approved by the government in the summer of 2017. At the end of 2017 — the beginning of 2018, the action plans of the program in five areas were approved. The total program budget at that time amounted to more than 500 billion rubles until 2020. The most expensive was the direction of "Information infrastructure" - it was planned to spend 436.6 billion rubles., 100 billion rubles. of which was supposed to attract from the state budget.

The government, the Agency for strategic initiatives, Rostelecom, Rostec, Sberbank, MTS, MegaFon, VimpelCom, Yandex and others became the founders of the digital economy.

According to the May decree of President Vladimir Putin, the program "Digital economy" has been transformed into a national program, and its directions have become Federal projects. Along with a number of other national programs "Digital economy" should be submitted by the government to the Presidential Council for strategic development and priority projects until October 1.

In the preliminary version of the budget of the national program, the costs of the digital economy, including budgetary and extra-budgetary funds, were estimated at 3.5 trillion rubles.

In August, the materials for the meeting with Deputy Finance Minister Andrei Ivanov stated that the amount allocated from the budget for 2019-2024 could be 1.2 trillion rubles. In 2018, it was planned to spend 8.4 billion rubles, most of them — 7.3 billion rubles. - has already been provided in the budget.

According to the draft passport submitted to the government in September, the state had to spend 1.3 trillion rubles on the digital economy until 2024. Another 1.5 trillion rubles was planned to be obtained from extra-budgetary sources.
