OREANDA-NEWS. Deputy Chairman of the Accounts Chamber of the Russian Federation, Galina Izotova, stated that the majority of systemic problems of national projects identified in 2018 have not yet been resolved.

According to her, the situation is aggravated by the fact that problems are “projected” to the regional level, which prevents from the achievement of declared goals. Izotova considers an ineffective system for managing national projects to be the most important problem in this sphere.

The report of the press service of the Accounts Chamber named the following main problems: cumbersome management system in which a number of functions are duplicated and national projects and their goals are not interconnected in a proper manner; low level of interaction between federal and regional executive bodies; the lack of full and reliable risk information in the reports on the implementation of national projects; lack of an integrated system for monitoring and control of implementation; insufficient pace of expenditure of funds allocated for the implementation of national projects. The level of execution of federal budget expenditures on the implementation of national projects is estimated at 71.4 %.

Izotova also noted that “the approval of hundreds of indicators and monitoring their achievement” are not “the key to a success”. According to her, very often indicators “have little relation to the life of citizens.” “For the present, instead of an economy for people, we are building an economy of indicators,” the Deputy Chairman of the Accounts Chamber resumed.
