OREANDA-NEWSNT Marine Company, registered in Estonia, received permission to supply more than 600 thousand tons of coking and steam coal from Russia to Ukraine (slightly less than 50% of all supplies) in December 2019. This follows from the data on the volume of quotas, which the Ministry of Economic Development coordinates with shippers.

In the list of quotas for November, NT Marine did not appear, and quotas for the supply of coal and coke in small volumes were distributed between Russian producers, including Kuzbassrazrezugol Andrei Bokarev and Iskander Makhmudov, Evraz Roman Abramovich and partners, Novolipetsk Metallurgical Plant (NLMK) Vladimir Lisin and Magnitogorsk Iron and Steel Works (MMK) Victor Rashnikov.

According to the Estonian registry, the owner of NT Marine is Alexey Chulets, who, together with his Russian partner, owned the Northern port of Paldiski in Estonia. According to the SPARK database, NT Marine has a Russian subsidiary, Yularus, which trades in fuel. NT Marine is engaged in the transportation of oil and coal to Ukraine and is in the sphere of interests of the Belarusian oligarch Nikolai Voroby, three sources in major Russian coal companies and a coal trader specializing in the CIS countries told the Russian media.
