According to the interlocutors of the agency, the agreement will be approved by order of the government, and not by adopting an appropriate law in parliament. According to the agency’s interlocutors, ratification bypassing the State Duma won't allow the Kremlin to challenge MPs who support opponents of the agreement, including in the energy and metallurgy sectors.

Ratification - giving an international treaty legal force. According to the Federal Law “On International Treaties”, ratifications are subject, in particular, to treaties, the execution of which requires changes to existing legislation. Pen & Paper Special Advisor on Sanctions Law, Lecturer at the Department of International Law, Faculty of Law, Moscow State University Sergey Glandin told the Russian media that the scenario with ratification isn't real through parliament.

The lawyer also noted that if the agreement had provisions on the transfer of territories, on budgetary allocations or human rights, it would be subject to approval by the State Duma. Sources of the American business media also said that ratification could coincide with the summit of the UN General Assembly on climate change, which will be held on Monday, September 23, in New York.

Medvedev explained that possible climate change poses a threat to the ecological balance, agriculture and, “most important”, the safety of people who live in permafrost. He noted that work to reduce emissions is carried out as part of the national project "Ecology".
