"We will definitely continue fundamental projects in the field of culture, we will keep their financing. We will update the infrastructure of museums, theaters, libraries, clubs, art schools, cinemas. Over six years, we will additionally allocate more than 100 billion rubles for educational, historical and other popular creative projects in cinema, the Internet and social networks," Putin said.

In accordance with the Constitution, the President of Russia annually addresses the Federal Assembly with a message on the situation in the country and on the main directions of domestic and foreign policy. The presidential address defines the vector of the country's development and, as a rule, becomes the basis of laws and decrees.
