OREANDA-NEWS. June 15, 2009. The Russian side welcomes the adoption by UN Security Council of a resolution over the underground nuclear test conducted by the DPRK in violation of its previous decisions.

We regard the resolution as being well-considered and adequate to the situation, and especially note the proper balance kept in it between the very tough sanctions package, which is nevertheless within the scope of Article 41 of Chapter VII of the UN Charter, and a clear-cut positive alternative. We mean the explicitly outlined prospect of lifting the sanctions if the DPRK complies with the demands contained in the present and relevant previous resolutions.

We call upon our DPRK partners to correctly perceive the will of the international community expressed in the resolution, to abandon all nuclear weapons and existing military nuclear-missile programs, to return to the NPT, CTBT and the IAEA safeguards regime, and to resume its participation in the Six-Party Talks with a view to finding a mutually acceptable politico-diplomatic untangling of the present knot of contradictions. We also expect all the relevant parties to avoid any actions that might exacerbate tension.

We are convinced that the attempts to create a nuclear-missile capability not only do not make for greater protectedness of the DPRK, but, on the contrary, by whipping up tension in Northeast Asia, harms the security of the region’s countries and of the Democratic People’s Republic of Korea itself. As an alternative to this extremely negative scenario, we are ready to work with Six-Party partners to establish a mechanism of peace and security in NEA, in the framework of which the appropriate guarantees will be provided for all participants by politico-diplomatic means.
