OREANDA-NEWS. December 13, 2010. The Prime Minister of Ukraine Mykola Azarov, introduced the staff the Head of the newly established Ministry of Infrastructure: the Vice Prime Minister - Minister for Infrastructure Borys Kolesnikov.

Mykola Azarov thanked the former Minister of Transport and communications Konstantin Efimenko for professional initiative work. He said that the government would recommend to appoint Constantine Efimenko as the Senior Deputy Minister for Infrastructure. Mykola Azarov said that the administrative reform provides in addition reduction of deputy ministers’ number. According to him, in every ministry there will be only two deputies.

PM noted that the main task of the Ministry is to create modern infrastructure in Ukraine as the basis for structural reforms in the economy and for investment attracting.

"Your Ministry task is: to create a modern infrastructure - the Prime Minister of Ukraine underlined. – That means not only the railway - that means roads and communications, multiple infrastructure facilities - that means everything that covers such a broad concept as infrastructure."

Mykola Azarov noted that according to the first stage of administrative reform, the structure of the Cabinet of Ministers of Ukraine is reforming, as well as the ministries, committees and departments. "We introduce a simple system of government: ministries, public services under them, and inspection agencies. This shift from sectoral to functional management - the Prime Minister of Ukraine said - Accordingly, the Cabinet of Ministers is transformed: the Vice Prime Ministers will possess offices of our key ministries. Thus, the main directions of work to reform our economy and social sphere are designated".

Introducing the newly appointed Vice Prime Minister of Ukraine – the Minister for Infrastructure Mykola Azarov said that Boris Kolesnikov showed himself as an energetic literate organizer, able to solve large-scale problems. "Boris Kolesnikov was dealing with EURO 2012 objects and received the case in a completely deserted, ruined condition. Currently, work is put to a new quality level. There is no doubt that preparation continues at a decent level, within the schedule and all facilities will be put into operation on time"- he said.

"The Prime Minister and the President tasked to create in Ukraine one most modern transportation infrastructure, at least the strongest one in Eastern Europe" - Boris Kolesnikov said in turn. According to the Vice Prime Minister of Ukraine - Minister for Infrastructure, Transport is an extremely important part of everyday’s life, and its level is evaluated by quality of service. "The most satisfactory is now the freight direction of Ukrzaliznytsya. Everything else - from roads to airspace and aviation ground services - needs full upgrade - he said. - Many years planning economy, but not market one, was reigning in this sector, so the decline in other directions is clear”.

"However, I have no doubt that together we will succeed and meet the challenge" – the Vice Prime Minister of Ukraine - Minister for Infrastructure said.

In addition Mykola Azarov said: " Boris Viktorovich is tasked during the reorganization and downsizing of the ministry staff to ensure that no qualified specialist lose his job."

The Head of Government stressed that the aim of administrative reform is to improve the quality of public administration, the interaction of central executive bodies, and to reduce costs for administrative staff by reducing its size.
