OREANDA-NEWS. May 06, 2011. President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, General of the Army Gurbanguly Berdimuhamedov chaired a regular meeting of the State Security Council. The work done for four months of the current year by military and law enforcement agencies and the issues related to further improvement of their activity and strengthening of the material and technical base were considered during the meeting.

Presenting the meeting agenda, President Gurbanguly Berdimuhamedov addressed the Security Council members. The Turkmen leader noted that abiding by the principles of peace the Turkmen state implemented the Military Doctrine, which is purely defensive in nature, and took the continuous measures to strengthen the material and technical base of military and law enforcement agencies and create the favourable conditions of their service, life and recreation. The President emphasized that the Government would continue to take necessary steps for this purpose.

Then President Gurbanguly Berdimuhamedov gave the floor to the high-ranking military and law enforcement officials.

Reporting on the work done to maintain and strengthen further the foundations of the state and ensure social and political stability as an essential instrument for fulfilling the tasks set to the Turkmen society, Secretary of the State Security Council, Minister of National Security Ya. Berdyev noted that the military reform implemented on the initiative of President of Turkmenistan was reflected in the systematic improvement of effectiveness of the activity of the subdivisions of the Ministry.

Focusing on the important role of the Ministry of National Security in ensuring the wellbeing of the country and progressive advance of the society, the President emphasized that maintaining stability and further strengthening cohesion of the Turkmen people were a crucial factor in the successful and dynamic progress of the country.

Chairman of the State Border Guard Service M. Islamov reported on the work done in the period to ensure reliable protection of the sacred boundaries of the Motherland and the situation on the state border of Turkmenistan.

Noting that the border troops perform the important functions in the fulfilment of the tasks to protect the sacred borders of the Fatherland, the President said that frontier guards were to perform the noble and important mission of providing comprehensive assistance in forming the state border of Turkmenistan as the border of peace and friendship. In this regard the Turkmen leader focused on the need to take an integrated approach to implementing the measures to improve further the activity of the State Border Guard Service, including modernization of the material and technical base.

Minister of Defence B. Gundogdyev reported on the work done by the Ministry for four months of the current year. He noted that the Galkan-2011 (Shield-2011) military tactical exercises recently held in the country were of great importance to strengthening the defence capacity of the country, improving professional skills of military personnel. The Minister assured the President that Turkmen warriors would always serve faithfully to their Motherland and people in return to the unceasing concern for technology modernization of the national army, training of highly qualified military personnel and improvement of the conditions of life and service.

Commenting on the report, President Gurbanguly Berdimuhamedov noted that the Government would continue to take necessary measures to purchase state-of-the-art equipment for the Armed Forces, create the conditions conducive to the successful service of military personnel and improve the social and living conditions of military servants. The Turkmen leader emphasized that Turkmenistan committed to the status of neutrality and pursuing the military doctrine, which was purely defensive in nature, would take further measures to strengthen the defence capacity standing further as the guarantor of peace, security and a prosperous life of the people.

Prosecutor General of Turkmenistan Ch. Hojamuradov reported on the work done by prosecutor’s offices to ensure that the rule of law was observed in all spheres of life of the state and society. Chairman of the State Service on Drugs A. Garayev reported on the ongoing measures to eradicate this evil that threatened all humankind and prevent drug abuse. Minister of Internal Affairs I. Mulikov reported on the work done for four months to maintain public order throughout the country and the results of crime prevention activities.

Commenting on the reports, President Gurbanguly Berdimuhamedov said that promoting consistently the peaceful policy based on wide international cooperation the Turkmen state actively supported global efforts to combat threats and challenges of the modern world, including illicit trafficking in narcotic drugs, and attached great importance to the accession of Turkmenistan to the UN Commission on Narcotic Drugs for the period of 2012-2015. In this regard the Turkmen leader put emphasis on the importance of the tasks assigned to the Service and emphasized that it should carry out the activity in close coordination with law enforcement agencies and health care institutions through involvement of public organisations of the Galkynysh National Movement.

Focusing on the important role of the Ministry of Internal Affairs in maintaining law and order in Turkmenistan, protecting constitutional rights and freedoms of citizens, said the May was rich in holidays and significant events and demanded that the public order during the festivities and celebrations be ensured. In this context the Turkmen leader emphasized that the activity carried out by the Ministry and its subdivisions, particularly traffic police, meet modern requirements. Also, the Turkmen leader focused on the importance of training highly qualified specialists, who had chosen the service to the Motherland as their life work. Every law enforcement and military officer must set an example of genuine patriotism, responsibility, honesty and fidelity to duty, said the national leader.

The President issued the Resolution aimed at optimization of the subdivisions of the Ministry of Internal Affairs. In accordance with the Resolution the Police School would be affiliated with S. A. Niyazov Institute of the Ministry of Internal Affairs which became the assignee of the functions and obligations of the Police School.

Chairman of the Supreme Council Ya. Yazmyradov reported on the work done in the period and the measures taken to improve further the judicial system in line with modern requirements. Minister of Justice M. Garryev reported on the results of work done by the subdivisions of the Ministry for four months of this year and the measures taken in the framework of the reform initiated by the national leader in the legal sector.

Focusing on the significant role of the courts and the Ministry of Justice in promoting the ambitious changes launched in Turkmenistan to guarantee sustainable development of the country and the high life quality of the Turkmen people, Gurbanguly Berdimuhamedov underscored the importance of providing highly qualified legal services to the population and taking the measures to improve legal literacy of citizens.

Chairman of the State Customs Service of M. Berdyev reported on the measures taken to ensure proper customs examination of goods crossing the borders of the country and modernize the material and technical base of the customs services through purchasing state-of-the-art equipment. Chairman of the State Migration Service A. Begliev reported on the work done for four months of the current year.

Commenting on the reports, the Turkmen leader focused with satisfaction on the growing interest of the international community in dynamically developing Turkmenistan and dwelt upon the urgent tasks assigned to these government agencies as consistent with their functions and mandates.

Touching upon the tasks set to the State Security Council, President Gurbanguly Berdimuhamedov emphasized that the 2011 year was a year of special importance, when the glorious 20th anniversary of independence would be celebrated solemnly and widely in our country. In this regard the Turkmen leader emphasized that military and law enforcement agencies should prepare for the celebrations in honour of this national holiday and demanded that all subdivisions of these agencies hold the celebrations in honour of the 66th anniversary of the Great Victory in a proper manner.

The major task assigned to military and law enforcement personnel today was the faithful service to the people, the Motherland, said the Turkmen leader noting that a solemn duty of every soldier, every commander was to serve with dignity. The honour was won only by honest labour, persistence, endless love for the Motherland and people. Therefore, there was no higher and more honourable mission than protecting peace of the Fatherland that meant selfless work in the name of further prosperity of our people, said the President of Turkmenistan.

The Turkmen leader noted once again that the state would take further measures to improve the conditions of service and life of military servants and their families. The labour of defenders of the Fatherland was important and honourable. Every soldier, every commander must deeply realize that the duty of protecting cohesion in the Motherland, a peaceful and prosperous life of the people they were performing was sacred, concluded the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, General of the Army Gurbanguly Berdimuhamedov.

Upon concluding the meeting, the Turkmen leader signed a number of documents and wished good health, long life and every success to the Security Council members.
