OREANDA-NEWS. Boris Gryzlov, the Plenipotentiary of Russia in the tripartite Contact Group on the settlement of the conflict in the Donbass, reported that Ukraine and the self-proclaimed Donetsk and Lugansk people’s republics (DPR and LPR) agreed to exchange prisoners by the end of the year.

The exchange issue was discussed by the parties on December 23, in the form of a video conference. According to Gryzlov, the exchange format is “all determined persons for all determined persons”. “The Contact Group agreed on the conditions for the release and exchange of detainees by the end of the year,” Gryzlov told reporters, adding that Kiev has pledged to pardon and not prosecute released persons.

According to the Ombudsman of the DPR Darya Morozova, it was possible to reach an agreement on an exchange under the conditions of a guarantee of “procedural cleansing” of persons detained by Ukrainian side. At the moment, the parties prepare a final list of captured persons and coordinate an exact date of exchange.
