OREANDA-NEWSA summit began in Berlin on April 29 under the leadership of Germany and France, the purpose of which is to help advance the dialogue between Serbia and Kosovo. German Chancellor Angela Merkel considers the agreement on the type of agreement signed in 1972 between the Federal Republic of Germany and the GDR to be an acceptable solution to the dispute between Belgrade and Pristina. In fact, it boiled down to the fact that the Government of Germany in its policy began to proceed from the fact that there are two German states. That is, Berlin and Bonn managed to normalize relations, formally not recognizing each other.

The fact that a similar path could be offered to Serbia and Kosovo was reported by Deutche Welle radio station, citing political circles in Berlin.
However, it is not clear how such a plan can be implemented. The president of Kosovo, who is in talks in Berlin, Hashim Thaci, said that a dialogue with Serbia would not be possible without US participation. In an interview with Reuters, Thaci also noted that the EU’s position on the dialogue between Kosovo and Serbia cannot be called “one”.

Thaci told reporters that he was going to speak again on this subject in Berlin with the President of Serbia. At the same time, on the eve of the talks in Germany, Vucic himself was not optimistic and stated that the idea of “delimiting Kosovo” was no longer relevant. It should be noted that the dialogue on the settlement of relations almost reached a dead end after the regional authorities introduced duties on Serbian goods. Serbian Prime Minister Anna Brnabic stated that cancellation of fees should be a condition for the resumption of negotiations. She stressed that Serbia is a “stable, predictable and reliable partner.”

At the same time, the Serbian president arrived for talks in Berlin after a visit to China, where he met with Russian President Vladimir Putin on the margins of the “One Belt - One Way” forum, and then thanked him for supporting Serbia’s sovereignty.
